Job Summary


To develop approach to HR functions like ER, Payroll, Government affairs, administration, HRIS in line with UCCH's business needs, culture, and values. To develop and align HR policies and procedures with the overall vision and mission of UCCH and oversee the HR department to ensure efficient HR processes across the complete employee life cycle. Foster high employee morale and healthy work culture within UCC Holding to make the organization an employer of choice.


Job Responsibilities


Establish the short and long-term strategy for the division, translate it into business plans with objectives and performance indicators and report on the progress of activities against those plans to measure success to support the achievement of UCCHs strategic objectives.

Build and lead a motivated, engaged and competent manpower throughout the division, by setting priorities and objectives, managing performance, and providing ongoing feedback and coaching to improve performance.

Recommend an optimum organization structure for the division in coordination with Group Chief Human Resources Officer and the Human Resources, to ensure efficient and effective workflow of operational processes and optimal utilization of resources.

Prepare and recommend the divisions budget in alignment to the respective annual business plan and ensure proper cascading into departmental budgets.

Work closely with the GCHRO to prepare HR operations strategies in alignment with the overall strategic plan of UCCH. Develop HR plans and ensure they support the needs of the business but are also flexible enough to cope with changes in the organization as and when they occur.

Develop HR policies encompassing all areas of HR and ensure processes and procedures are in place to deliver on these policies. Lead the implementation of HR policies and procedures in order to ensure that all relevant procedural requirements are fulfilled while delivering a high quality and cost-effective service to the employees of UCCH.

Develop appropriate controls to monitor adherence to HR policies and procedures and effectively address variances as applicable. Monitor and control HR expenditure against approved budget and reconcile budget variances to ensure on-target performance against budgets.

Oversee and manage the entire gamut of Human Resources stated functions including ER, Payroll, Government affairs, administration, HRIS, employee experience and exit management. Stay abreast of the Qatari labour laws, international HR practices and carry out relevant industry reviews to provide input to the management on process improvements and policy reviews.

Ensure the smooth functioning of payroll process and disbursement of employees salaries on time and in accordance with UCCHs set standards.


Additional Responsibilities


Handle disciplinary matters in line with the HR policies and procedures without delay. Ensure adherence with the legal guidelines while handling disciplinary actions like issue of warning letters, salary deductions, initiation of termination etc.

Ensure effective administration of the employee exit management function on account of retirement, resignation and termination, in compliance with internal policies and mandates. Periodically present HR summary report to the GCHRO and Senior Management, encompassing monthly staff attendance and further plan of action to be taken.

Assesses the performance of direct reportees and provide them with regular formal and informal feedback.

Ensure team members are motivated with a view to enhance overall team performance. Perform any other duty within a professional boundary, as assigned by the GCHRO or VC.

Manage the development, implementation of and compliance to business unit policies, systems, processes and procedures, identifying potential areas of improvement, to ensure an efficient and effective operation.

Lead the compliance to all relevant HSE&E and QM policies, procedures and controls across the Human Resources, monitoring, reviewing, and evaluating on a continuous basis to guarantee employee safety, legislative compliance, delivery of high-quality service standards and a responsible environmental attitude.

Job Knowledge & Skills


Strong analytical and diagnostic skills to assess gaps and make recommendations

Excellent communication skills with the ability to write and present reports and to influence others

Well-developed influencing skills, proven ability to relate well to other people in a wide range of contexts and levels; as well as working collaboratively with a range of stakeholders

Excellent analytical skills including attention to detail combined with the skill to communicate concisely with senior management and figures both within and outside the organization.

Strong organizational and prioritization skills, with the capability to manage multiple priorities with competing priorities/deadlines

Excellent interpersonal skills, and a wide understanding of human relations; high level of emotional intelligence

ERP knowledge preferably SAP functional skills are a requirement to be successful in this role.


Job Experience

Minimum 10 years of experience in HR(required) 5 Years of Managerial Experience in HR (Required) Minimum 3 years in GCC (preferred)
