1. Senior Director, Services
Context:
The Services department leads network technology innovation, coordination and expert support for the Group.
Under broad management direction, the role:
Maintains a deep understanding of group technology strategies and frame vendor product and services capability
Works closely with individual group operating companies to develop spectrum and technology strategies aligned to group strategy, and assists with execution of network transformation plans
The role closely collaborates with other members of the group-level technology team that drive overall technology road maps and vision.
Role Accountabilities:
- Lead the evaluation, deployment, and management of current and future As-A-Service strategies (Infrastructure-As-A-Service, Planning-As-A-Service, Development-As-A-Service, Deployment-As-A-Service, Operations-As-A-Service, Analytics-As-A-Service, Optimization-As-A-Service)
- Lead the development of Group-level As-A-Service Technology roadmaps, architectures and engineering practices ensuring alignment with Group strategic vision
- Closely collaborates with other members of the technology team to drive overall vision, technology road maps, world-class network architectures, and enable capital efficient network plans.
- Lead Group-wide synergy and harmonization initiatives in network Services
- Provide Group-level team with expertise in technology domain - services, planning and performance to the Group and to the OpCos
- Transfer best-practice solutions planning and design techniques to the OpCos in line with Group preferred practices, architectures and roadmaps
- Coordinate with Group Strategic Sourcing for driving synergies, valuation of bids, and selecting vendors; provide technical expertise
- Develop strategic relationships with key vendors
- Provide Group-level expertise in Services Technology covering strategy, planning & engineering
- Deliver Group functional requirements for Services Technology
- Contribute to relevant expert groups & centers of excellence in Services domain under the Technology Leadership Team's direction
- Participate in reviewing OpCos' strategic plans and budgets as a technical expert (participate in development also if requested)
- Support OpCos in resolving Services Technology related issues, as required, and as per the defined framework for Group involvement in the OpCos
- Support in M&A technology due diligence
- Participate in the formulation of strategic and operational governance processes of Group Technology as a member of the senior management team.
- Provide leadership, coaching, mentoring, and technical expertise to the global organization and own team in order to embed best practices within Services across the Group
Key KPIs:
- Demonstration of leadership and functional expertise in the area of Services technologies and practices
- Timeliness and quality of roadmaps, architectures, planning practices and reporting guidelines that are appropriate for the group.
- Effectiveness in influencing: Numbers of operating company's aligned to group practices, architectures and roadmaps
- Operating company CapEx & OpEx efficiency improvement
- Responsiveness to operating company needs as measured by stakeholder feedback
Experience & Qualifications:
- 15 years' experience directly related to the duties and responsibilities specified
- Previously held a CTO-level position or Head of Planning and Engineering at a major telecommunications operating company with 2G/ 3G/4G accountability
- In-depth working knowledge of Infrastructure (Tower, Power, Fibre) and Network and IT services delivery and assurance
- Extensive hands-on experience in technology strategy and solution planning for 2/3/4G voice and data networks in conjunction with product development and individual network domain SMEs
- Proven ability to translate marketing needs into engineering targets
- International experience, preferably in the MENA and SEA regions
- Current working experience with Infrastructure and Equipment Vendors
- Vast knowledge of key mobile telecom RAN, core network, Transport and VAS platform technologies, including hardware and software components
- Strong knowledge of mobile and fixed network technologies and end-to-end planning practices, implementation methods and cost optimisation strategies.
- Knowledge and experience in systems integration techniques, system engineering, systems management, and KPI reporting
- Strong understanding of technology trends, best practices, and management of technology innovation operations
2. Senior Manager, Financial Planning & Performance
Role Overview:
Member of the Financial Planning & Performance (FP&P) team, a department with a focus on regular financial analysis related to the operating companies and reporting to Ooredoo Group senior management.
The role is solely responsible for analyzing and evaluating Opcos' performance.
Current high priority activities needed to maximise performance include completing implementation of monthly variance analysis, benchmarking (internal and external), extensive financial modelling, and development (and prioritisation) of recommendations that can be immediately implemented to streamline management reporting.
All members in the FP&P team deal with collation of financial information, analysis, planning, reporting, presentation and process / policy definition, In the medium term, support for financial analysis, valuation and other finance activities will increase in importance. The weight of these activities in the individual mix being determined by the seniority of the team member.
The role holder is responsible for providing support to Ooredoo Group senior management in monitoring and performance evaluation of the company's investments in order to optimise their performance, identify and minimise information gaps and investment risks, and maximise financial returns.
Core Responsibilities:
- Compiles reports and provides narrative reports on a monthly/quarterly and annual basis for the Operating Companies (OPCO) performance for Monthly OPCO review meetings and Quarterly Review meeting with respective OPCO CFO's and also necessary Presentation to OG Management & Board.
- Initiates and supports the performance of the OPCO Business with competition analysis in order to understand the OPCO performance in a relevant context through benchmarking.
- Undertake regular OPCO performance reviews with analysis for financial and non-financial performance in order to come up with recommendations and improvements develop reports and make recommendations as appropriate and overall review of the OPCO's forward looking financial statements, analyses and presents the same to the management.
- Coordinate and Review of the Business Cases / New Business Initiatives including Purchase orders submitted by the OPCOs in order to facilitate their approval process by OG where such an approval is needed by the Group Governance.
- Liaises with the OPCO Finance Management team in all finance/operation matters and helps channelling any issues to the right OG finance team
- Liaises with the Strategy department for the Business Planning process for setting the targets and for their outlook strategy and co-ordinate and complete the OPCO KPIs / targets following the completion of Business planning cycle.
- Lead & Co-ordinate for all the Group Business Planning process which includes OPCO's planning submissions reviews with analysis. This includes all the long term valuations for the investments made in order to check and provide comfort to GCFO through Senior Director for the financial outlook submitted by OPCO's. This includes preparation and communication of the entire budget process to the OPCOs along various analysis on the information received.
- Assisting the accounting and other teams in performance of the OPCO with respect of the Investments made and checking for the necessary Goodwill Impairments and all the necessary deliverables and co-ordinate with the Auditors on justifying the assumptions and completing and finalising the process.
- Critically review OPCO's business plan and forecast in conjunction with OPCO's historical performance, market performance, and group and market expectations and provide meaningful conclusions on which decisions can be made.
- Lead and prepare the necessary financial / operations analysis to support GCFO for performing the monthly, quarterly reviews including the necessary supporting for the analyst / investors calls and all investors presentation materials.
Capex Business Cases and PIR (Post implementation review):
- Coordinate with OPCO / Group cross functional team to review and validate the capex requirements and the business cases supporting the AOP/3Year Business Plan for Capex requirements.
- Lead / coordinate for the Capex PIR (post implementation review) process for previously approved Capex Business cases along with cross functional teams.
- Prepare all the necessary analysis for PIR and summarise the analysis for Capex Squad for further action required on their performance.
- Global Cost Benchmarking exercise - Lead, drive and own the process for internal Group Cost Optimization program to fulfil and implement the cost gap identified in the GCB Project to align with the long term strategic goals of the company in reducing cost and improving efficiency, and with the immediate cost savings targets set as part of annual operating plan.
- Coordinate and complete all the necessary analysis and information required for all the relevant projects from Mergers & Acquisitions team.
- Lead / Co-ordinate and prepare all the necessary analysis and comments for the Board Materials in order to help and update the key findings and issues to Senior Director and GCFO to participate in the pre-board and board meetings if necessary.
- Support the team in Building and maintains internal valuation models to support Group accounting and finance functions (financial control, Goodwill testing, debt and equity capital market activities, investor relations and others as necessary).
- Assists in preparation of papers, presentations, spreadsheets and other materials for monthly board reports, rating agencies, investment management activities, treasury reports, bond offering, IPO offering and other special situations, as necessary.
- Develop detailed understanding of subsidiary business environment including regulatory environment, competitive strengths and challenges, and other business issues.
- Ensures the analytical data is available for Group Finance and the Board to make sound investment decisions on proposed investments.
- Develops and maintains positive working relationships with Group finance staff
Qualification and Experience:
- Must have minimum of 10 years' experience within financial investment / analysis environment at least 4 of which should be in a Management position in a similar size organisation.
- Superior application software skills are required (Excel, PowerPoint, Word, Outlook). Knowledge of MS Access and Project are desirable. Knowledge of basic applied statistics / econometrics would be an advantage.
- Proven ability to audit (i.e. review, understand and repair / redesign) and construct detailed spreadsheet-based financial models including income statement, balance sheet, and sources & uses of funds/cash flows.
- Prior telecoms experience is essential and emerging markets experience is preferred.
- Prior experience of ERP and reporting systems are highly desirable (Oracle, Cognos, Hyperion, other(s)).
- Bachelor's degree in accounting, finance, business or related discipline.
- Accounting qualification (CA, CMA, or similar) or MBA (finance) is desirable.
- English fluency
